The Treasury Department is strongly considering a plan to intervene directly in the mortgage industry to dramatically force down rates and stimulate the moribund housing market, according to sources familiar with the proposal.

Under the initiative, the Treasury would offer to buy securities that finance newly issued loans for home purchases, according to the sources. But to participate in the government's program, mortgage lenders would have to set exceptionally low interest rates, for instance, no more than 4.5 percent for traditional, 30-year fixed-rate loans.

These securities would be purchased primarily from Fannie Mae and Freddie Mac, the financing giants that buy most mortgages from U.S. lenders, according to sources who spoke on condition of anonymity because the plan has not been finalized.

The cost of the plan and source of funding remain unclear. One possibility is for the Treasury to raise money by issuing bonds to the public at 3 percent interest. This could allow the government to turn a profit because it would be buying securities that pay 4.5 percent.

At a meeting attended by the Treasury's Interim Assistant Secretary for Financial Stability Neel Kashkari and the National Association of Realtors in mid-November, senior Treasury officials said they were optimistic that subsidizing lower mortgage rates with taxpayer dollars would help revive the housing market, sources said.

Treasury officials told the Realtors that the plan could be a more effective way to help homeowners than focusing efforts solely on borrowers who are struggling to meet their monthly payments, the sources said. Democratic lawmakers have been advocating a proposal to modify the mortgages of distressed homeowners.

A source said Treasury officials suggested at the meeting that the Realtors start a grass-roots campaign to press the mortgage rate plan with lawmakers.

Treasury officials described the situation as fluid and said the plan was still being finalized, according to people in contact with the department. The officials expressed concerns yesterday that premature disclosure of the plan could prompt Americans to put off buying homes and hold out for a better rate, sources added.

Treasury spokeswoman Brookly McLaughlin said she would not comment on the matter.

Treasury Secretary Henry M. Paulson Jr. has said that a recovery in the housing market is key to solving the financial crisis. Such a rebound would restore confidence in the banking system and support the value of troubled assets backed by mortgages.

Though he has said a mortgage modification plan proposed by Federal Deposit Insurance Corp. Chairman Sheila C. Bair could help the housing market, Paulson has expressed concerns about whether it would reward borrowers who bought houses they couldn't afford. Bair's plan would use tens of billions in federal funds to modify adjustable-rate mortgages for several million financially troubled homeowners.

The initiative under review at the Treasury would be an alternative. Borrowers would have to meet standards set by Fannie Mae, Freddie Mac or the Federal Housing Administrations that include documenting their income, sources said. Fannie and Freddie were put under government control in September. The Treasury plan would not apply to refinances.

Happy Birthday, North Myrtle Beach!

North Myrtle Beach celebrated its 40th birthday today, Wednesday, May 7, 2008.

The leaders of the small towns of Cherry Grove Beach, Ocean Drive Beach ("O.D."), Crescent Beach and Windy Hill Beach thought they could be more successful as one larger city versus several smaller towns. The merger came after more than a year of discussions. The towns incorporated in 1968, and leaders decided to name the town North Myrtle Beach. The name was chosen to play off the success and popularity of Myrtle Beach, a few miles south.

Over the last 40 years, the town has grown considerably. When the town incorporated, it consisted of about 350 beach homes connected by unpaved roads. Now, North Myrtle Beach has about 13,000 full-time residents, four lanes of Highway 17, condos and many businesses. Barefoot Landing has grown into a major shopping area from a hand-full of stores.

I've seen the changes first hand in North Myrtle Beach. My family vacationed for years in North Myrtle Beach in the Crescent Beach section. We stayed in the same home each year, and my sister and I thought it was "our" beach house! Then, only a few high-rise condos dotted the landscape. Most of the condo complexes were low-rise (2-5 stories). We always visited Bert's Surf Shop and had to buy a t-shirt on Main Street in O.D. During the day, we relaxed at the beach and played in the ocean until the lifeguards went home. We ate dinner at the White Point restaurant - then, it was located west of 17 where the Alabama Theatre now sits. Highway 22 and Highway 31 did not exist. It was basically one way in and one way out!

North Myrtle Beach has definitely "grown up" over the years. I have tons of great memories of time spent in North Myrtle Beach with my family and friends. The former small beach towns incorporated 40 years ago to form North Myrtle Beach have surely given many other people wonderful memories as well.

Why You Need a Home Inspection

Unlike other major purchases such as an automobile or a college education, your visits to and use of a home before you actually live in it are very limited. You can't "try before you buy" when you're shopping for a house or condominium. As a home buyer you seek out a property that fits your aesthetics, household needs and price range. Much of a home's value (and eventual cost to you) rests in how sound the property and its systems are - but the untrained eye isn't able to determine the significance of common home issues that might be apparent during a walk-through.

A home inspection is designed to give you the information you need to decide if you can accept the home as it is, if you'd be willing to buy it under certain conditions (such as the sellers addressing certain issues before closing), or if you should keep shopping for the right property. A home inspection reviews the condition of the home's structure (foundation, roof, walls, interior and exterior) and systems (electrical, plumbing, air and heating systems) so you can determine the degree of upkeep, anticipated repairs and other work you'd need to do to maintain a safe and habitable property.

Special Loan Program for SC Teachers - 5.875% Interest Rate

SC State Housing Authority is excited to announce our 2008 PALMETTO HERO PROGRAM. The Hero selected for the 2008 initiative is "Teachers." The Borrower must have his or her South Carollina Teachers Certification and currently teach or have a contract to begin teaching within 60 days of closing on the home. He/she must live and teach in South Carolina. The borrower(s) must meet State Housings First-Time homebuyer requirements. The program has a reduced mortgage interest rate and down payment assistance available. The program will be limited to $20 million. Loans are on a first come first serve basis and borrowers must have an accepted sales contract on a home prior to reserving funds. INTEREST RATE - Interest rate will be 5.875

DOWN PAYMENT ASSISTANCE:

Tier I - $5,000 Repayable Down Payment Assistance.

$5,000 Repayable Loan has an interest rate of 0% and payments will begin the third anniversary of the first payment on the first mortgage. The payment on the maximum assistance amount of $5,000.00 will be $83.33 per month for 5 years.

Tier I I - $7,000 Forgivable Down Payment Assistance

$7,000 Forgivable Loan requires the borrower to live in the purchased property for five years in order for the loan to be forgiven. The loan must be repaid if the Borrower(s) fails to remain in the property for a minimum of 60 months. (20% of the loan amount is forgiven each year).

As you can see with the number of sold listings versus total listings, the Myrtle Beach market is a Buyers' Market. Currently, we have over a two year supply of single family homes to sell. However, when you compare the sold price versus the list price, homes are selling for an average of 95% of the listings price. This percentage is slightly higher than in months past.

The condo market is similar to the single family home market in that we currently have a high level of inventory. Our sale price versus list price has fallen sightly. Sellers are receiving, on average, 93.9% of their listing price. More condos sold in March 2008 than did in the previous months.

The South Carolina REALTORS Association created a short Point of Sale brochure to outline the changes, list what steps to take if you think you are paying too much for your property taxes and a worksheet to estimate your property taxes.

2007 Sun Fun Festival Memories

The weather is getting warm, and I thought now would be a great time to reminisce about the 2007 Sun Fun Festival. Myrtle Beach has competed to build the tallest sandcastle during the last few Sun Fun Festivals.

Myrtle Beach won in 2006, but our title was lost later in the summer. We came back in 2007 fully prepared to regain our title. Even with Tropical Storm Barry bringing bad weather to the Myrtle Beach area, crews worked to build "The World's Tallest Sandcastle" and won! The official measurement was 49.55 feet. Because of the rainy weather, I did not see the sandcastle being built, but I was able to get some great pictures later in the week.

The 2008 Sun Fun Festival is scheduled for June 5th-9th. Another fun, family-friendly event in Myrtle Beach, the Beach, Boogie and BBQ is scheduled for Labor Day weekend, August 29-30, 2008.

SC Property Tax Reform

In 2006, the South Carolina legislature passed property tax reform. The new law was enacted in January 2007, but most counties did not change their property tax evaluations until June or July of 2007. Horry County changed their property tax evaluations at that time. Many of you saw the changes when you received your tax bill in October of 2007. You might be curious about what changed and how the changes effect you.

Owner occupied properties saw the biggest tax decrease because the school operating taxes were eliminated for owner occupied properties.

The other biggest change was how properties are assessed. Previously, South Carolina assessed property values every 5 years. Then, the county used their millage rate and tax rate to calculate your property taxes. Now, the point of sale becomes the new assessed value. Your property taxes will be based on the sale price of the property.

The new law capped the increases in assessed value to 15% over a 5-year period. Also, the law enacted spending and millage caps on local governments.

Investors and second home owners did see an increase in their property taxes after the new changes took place. Many investors, vacation home owners and businesses have decided to not invest in South Carolina based on the increased property tax. South Carolina REALTORS are active in getting changes to this law passed. A Bill will be presented to a House Sub-Committee this week. Hard Rock Theme Park Grand Opening Band Announced

The Hard Rock Park is taking shape off Highway 501 in Myrtle Beach, and the Led Zeppelin roller coaster can be seen from Bypass 17. As the opening date approaches, the grand opening band has been announced. Rock-n-roll fans will be excited to hear that The Eagles will be the opening act!!

The Park opens to the public on May 9th. The grand opening extravaganza will last two day beginning on June 2nd with The Eagles concert and will continue on June 3rd with a concert by the Moody Blues. A celebrity golf tournament will be held as well.

Making your home or condo look like a showcase does not have to cost a lot of money. By doing things yourself and with some creativity, you can decorate on a dime.

Foreclosure Deals in Myrtle Beach?

Foreclosures are making lots of news lately. Buyers and investors are sure to wonder if they are making a sound investment decision by purchasing in the Myrtle Beach area. Current homeowners wonder if their house will lose value because of increased foreclosures in the area.

These questions are valid, and I have some reports to help you decipher the foreclosure market. Each year a report is published of the top 100 Metropolitan Statistical Areas (MSA) in the US in foreclosure filings. Where does Myrtle Beach stand against other cities with regard to foreclosures? For 2007, the greater Myrtle Beach area is not ranked in the Top 100! The Detroit, MI area is ranked #1 - most likely due to the unstable automotive industry. Some South Carolina cities are ranked in the top 100 (Columbia ranked 88th, Charleston ranked 89th and Greenville ranked 100th).

For 2006, the MSA report ranted 378 cities (#1 is the worst city for foreclosure rates and #378 is the best). Myrtle Beach was ranked #366!

Foreclosures will happen in any market. You can feel secure that when you buy in the Myrtle Beach area, you are buying in one of the most stable areas in the country. We have foreclosures in our area, but they are well below the national average.

The Democratic Party held its debate in Myrtle Beach last night, Monday, January 21. This debate was held at the Palace Theatre located at Broadway at the Beach. As with the Republican debate, the Democratic debate featured a sand sculpture of the candidates. CNN aired the debate.

GOP Debate




All eyes around the nation will be on Myrtle Beach today. The Republican Party will be holding a debate tonight at the Myrtle Beach Convention Center. Fox News will be broadcasting the debate at 9 p.m. Candidates at tonight's debate include Ron Paul, John McCain, Mitt Romney, Mike Huckabee, Rudy Giuliani and Fred Thompson.

A group from Team Sandtastics have been working on "Mount Myrtle Beach" since Monday morning. The sand sculpture was completed Thursday morning prior to the debate Thursday night. The sculpture features a bust of all six candidates in tonight's debate. Once the debate is finished, the sculpture will be demolished and the sand will be moved to the site of the Democratic debate later in the month.


Traffic will be re-directed on Thursday prior to and during the debate. If you will be traveling in the area of the Convention Center, check the Debate Traffic Map.
